Pennington introduces bond ordinance for roadway improvements

Pennington Council has introduced a bond ordinance for road improvements to Sked Street, Vannoy Avenue and West Welling Avenue.

The bond ordinance, which was introduced on Oct. 5 and appropriates $800,000, would include road improvements such as curbing, milling, paving and sidewalks.

“This establishes the funding mechanism for our New Jersey Transportation Trust grant to cover the cost of this project on these roads,” Mayor James Davy said.

A public hearing on the bond ordinance is scheduled for the borough council’s next regular meeting on Nov. 2.

In an earlier work session, Davy noted that during the staff personnel transition this year when the borough was notified about being awarded the grant from the NJDOT they did not do a bond ordinance at that time.

The bond ordinance for Sked Street, Vannoy Avenue and West Welling Avenue has to be introduced and then adopted by Council in November.

After the bond ordinance’s adoption, the Pennington Council can then award a contract for engineering services. The borough cannot authorize any engineering services contract without the bond ordinance’s adoption.

Borough Engineer Brandon Fetzer said the borough would need a resolution to seek an extension from NJDOT to award a contract for engineering services because the Sked Street, Vannoy Avenue and West Welling Avenue is due to be awarded by the state agency in the middle of November.

“If we haven’t started design, we won’t be able to get that done. We are also looking for an extension,” he said.

During the regular meeting in October, the borough council approved a resolution requesting an extension of time to award a contract for engineering services for roadway improvements to Sked Street, Vannoy Avenue and West Welling Avenue.

The grant for the roadway improvements is through the NJDOT local aid program.

The borough is requesting a six-month extension to award a contract for services for the project for extraordinary circumstances.
