A 45-year-old Philadelphia man was charged with being under the influence of a controlled dangerous substance, possession of drug paraphernalia, failure to wear a seatbelt and hindering apprehension on April 11, according to the East Windsor Police Department.

A police officer stopped a vehicle on Route 33 after observing the driver was using a cellphone. The officer also noticed a man – the Philadelphia resident – who was a front seat passenger, was not wearing a seatbelt.

During the investigation, the officer noticed signs of narcotics activity and searched the vehicle. A pipe commonly used to smoke crack cocaine was discovered, along with other drug paraphernalia.

The man allegedly gave the officer a fake name, but eventually told the officer his real name. He also claimed ownership of the drug paraphernalia and was charged with the offenses, police said.
